My issue with this is that everything here is good. What Canada wants is good and what they're offering is good also. This is a net win for Canada.
The conservatives are trying to throw this in the face of liberals as if liberals should see this as a loss but no one should see this as a loss.
I understand that liberal voters voted for Carney for the elbows up toughness, etc... and the idea is rubbing that in but that's the wrong angle, imo. I feel like the better angle is to talk about how great Carney's negotiations are, in all seriousness, then letting the elbows up crowd seeth and rage in their own little corner as they begin to realize Carney was never going to "give it to Trump" as they originally wanted.
But let's be really honest for a moment. None of the elbows up crowd truly cares anymore. They really only wanted to stick it to the conservatives because they hate conservatives and Carney's elbows up was their justification for it. Carney could have said anything and the same crowd would have eaten it up.

no 50% tariffs on August 19
sectoral tariff relief; steel, aluminum
public announcement for CUSMA review talks to start
Canada offerring:
changes to dairy quotas
end provincial booze ban
remove retaliatory auto tariffs
cooperation on defense, energy and critical minerals
Mark Carney went from elbows up to down on the knees.
