CALGARY — Restore Britain leader Rupert Lowe released the long-awaited independent report into rape gangs in Great Britain on Tuesday.
The 219-page report alleges that the systematic sexual exploitation of at least 250,000 young girls — most of them white — has been occurring since the 1950s.
“It goes into the root causes of probably the most extensive, widespread scandal that has ever beset Britain,” Lowe said in a video posted to social media platform X.

The report, which was funded through a public fundraising campaign that raised more than £600,000 from approximately 20,000 donors, features testimonies from victims, whistleblowers and experts.
Alongside Lowe, the inquiry was led by a panel that included supportive MPs such as Esther McVey, among others, and rape gang survivor Sammy Woodhouse after previous official efforts to investigate the issue failed.
The inquiry found that coordinated networks have been operating in Britain across at least 149 local authority areas — nearly 40% of the United Kingdom.
According to the report, the networks were involved in drugging, gang rape, trafficking, torture, blackmail through recordings and forced pregnancies.
“The scale of the crimes committed is staggering. It has been previously established that, at the very least, 250,000 young white girls have been subjected to repeated rape, gang rape, trafficking, torture, pregnancy, forced Islamic conversion, and lifelong trauma,” the report states.
“The true number is probably higher. The perpetrators bear primary responsibility, yet the institutional failures that enabled them for decades must also be confronted.”
The inquiry concluded that the perpetrators — predominantly men of Pakistani heritage — exploited vulnerabilities within care homes and schools over an extended period.

It further found that failures by police, social services, the media, the National Health Service (NHS) and political leaders contributed to the abuse continuing unchecked, in part because authorities were reluctant to address the issue amid concerns about accusations of racism.
In the foreword to the report, Lowe writes that “a combination of the paralysing fear of ‘racism’ accusations and the scramble for votes from imported foreign sub-cultures meant that pure evil was allowed to metastasise.”
He argued that the root cause of the scandal was immigration that began after the Second World War and accelerated under former Prime Minister Tony Blair’s government in the 1990s.
“Believing proud nations to be responsible for the mid-20th century destruction of Europe, our post-war leaders embraced diversity and multiculturalism as the supposedly civilized alternative,” Lowe writes.
“This report establishes beyond any doubt that this ‘open society’ obsession has in fact enabled untold barbarism of its own.”

The document also examines cultural and religious factors that it argues contributed to the abuse.
“The demographic and cultural drivers are clear. Perpetrators from Pakistani Muslim and other Muslim backgrounds operated under an honour- and shame-based clan code that treated non-Muslim girls, especially white working-class girls, as property available for sexual use,” the report states.
“This pattern was reinforced by eight theological and legal aspects of Islam. These include the doctrine of Muslim superiority drawn from Quranic verses that position Muslims at the top with a duty to correct non-believers.”
Among its recommendations, the report calls for all foreign nationals convicted of child sexual exploitation offences to be deported and for family members who “supported, harboured or failed to report the offending” to face deportation unless it can be proven they had no prior knowledge and cooperated with authorities during any investigation.
The inquiry also recommends that British citizens convicted of such offences who hold dual nationality automatically lose their citizenship and become liable for deportation.

Other recommendations include the mandatory recording of ethno-religious patterns in child sexual exploitation cases, harsher sentences and penalties, and, in extreme circumstances, the reinstatement of the death penalty.
The report also calls for greater accountability from British institutions and the public release of full victim testimonies.
Neither British Prime Minister Keir Starmer nor any senior government officials has publicly commented on the report as of publication.
Starmer, who is referenced in the inquiry, served as Director of Public Prosecutions during a period when it was reported that approximately 13,000 suspected grooming gang members and pedophiles were let off with simple warning letters.
“It’s been a very harrowing experience,” Lowe said on X.
“The testimonies we heard were beyond belief, and it is an evil which needs to be dealt with, and dealt with now. I want to let people know this is not the end of it. We will be pursuing those people who have failed us.”

This number was reached by compiling reports from Rotherham and Telford over several decades, in addition to conversations and estimates from dozens of British cities, then looking at estimates of national distribution and underreporting (many women have never acknowledged that they were raped by these gangs).The scale of the crimes committed is staggering. 4) The rape gangs started more than 50 years ago.

The independent chair of the Centre for Excellence for Children's Care and Protection Alexis Jay has identified the 1970s as the decade when immigrant rape gangs first began tormenting the girls of Britain. However, the British Newspaper Archive reveals that the first recorded case of specifically Pakistani rape gangs dates back to 1955, when four Bradford-based Pakistanis were charged with raping a 15-year-old girl from Middlesbrough.
This was soon after former colonial subjects, from the subcontinent as much as the Caribbean, became eligible to enter the United Kingdom in non-trivial numbers under the British Nationality Act 1948. What began as singular and small-scale instances became systematic and industrial over time.
These horrific crimes have only escalated in recent decades, especially following Tony Blair's 1997 victory and the start of orchestrated mass immigration. With greater numbers came greater opportunities for abuse. Perpetrators built organised networks that transported victims between towns and cities and passed girls between multiple adult men.5) Authorities purposefully and willfully ignored the mass abuse.

The NHS [the UK's health service] recorded genital injuries, multiple sexually transmitted infections in children as young as 13, pregnancies caused by rape, and suicide attempts, yet discharged victims back to their abusers without safeguarding referrals or trauma care. Schools observed older men collecting girls at the gates, heard disclosures of rape on school premises, and responded by excluding victims rather than protecting them.
Taxi licensing authorities renewed permits for drivers who formed the logistical backbone of the networks and collapsed in the face of organised protests when basic safety measures were proposed.
Labour leaders, including the mayor of London, were briefed on the problem, but later claimed to have never known about it.

The report also claims the current prime minister, Keir Starmer, was directly responsible for more than 13,000 cases being dropped:The Mayor of London, Sadiq Khan, has repeatedly insisted there were no grooming gangs operating in the city. As our inquiry heard from Susan Hall, Leader of the Conservatives in the London Assembly, the rape gang phenomenon is in fact endemic within the capital.
After challenging Khan about the presence of such gangs in London, Hall was inundated with calls from women and girls purporting to be victims of their predation. Khan describes evidence from whistleblowers as malicious and politically motivated. He told the London Assembly that the problem was far more complex than in other parts of the country and that young people were being exploited through county lines rather than organised group-based child sexual exploitation.
These statements were made despite the Metropolitan Police holding reports of young girls being plied with alcohol and drugs then raped by groups of men in hotels and other locations across the capital.
A Daily Express investigation revealed that Khan had direct access to HM Inspectorate of Constabulary documents detailing exactly these patterns of offending. He read the files yet continued to deny the existence of grooming gangs in public.
Labour politicians actively worked to suppress inquiries and limit resources while pandering to Muslim voting blocs.
There is evidence of this, according to the report. It details an October 2025 review of 9,000 child rape cases by the London Metropolitan Police, as well as an investigation dubbed "Operation Beaconport' by The National Crime Agency to examine thousands more files. These investigations were triggered by a staggering number of cases that had inexcusable human errors or had been "wrongly dropped."
6) Victim testimony is overwhelming.

Many of the girls were impregnated by their rapists. Many were forced to have abortions.Anna was living in a children's home in Bradford in 2002. From the age of 13 she was raped and abused while in the home and at 15 she was forced into a sharia marriage. Her social worker attended the marriage ceremony and permitted her husband's parents to foster her after she became pregnant; the parents received a fostering allowance from the state.
In 2024 alone, Britain's Forced Marriage Unit (FMU) "handled 801 cases" where girls were pushed into marriages without consent.
7) Whistleblowers were silenced and threatened with seizure of their assets and careers.

One social worker with more than 40 years of service detailed how she was assured that her concerns would be investigated, but after blowing the whistle in February 2018, she was ignored repeatedly by authorities.On occasion, their careers and reputations were also tarnished. Social care professionals, campaigners, and public activists who raised evidence of still ongoing grooming, trafficking, financial abuse of children in care, and institutional cover-ups faced suspension, defamation proceedings, dawn raids, asset freezes, fabricated charges, gagging bail conditions, and career-ending isolation.
Authorities assured them that full investigations had taken place when none had occurred and records were destroyed. Senior officers and elected members acknowledged concerns as credible yet took no remedial action. The state did not merely ignore whistleblowers; it punished them to protect the gangs and its own reputation.
