I think it is about humiliating Canadians and also signaling to the immigrants that they won't get deported no matter what crimes they commit.

All an immigrant has to do is have a kid here, and don't get them official papers in India, and they're now un-deportable because the judge will argue they can't send a "Canadian" child back to India
