Leader resigns. New leader comes in and says he hears the people and is reducing immigration down significantly with no more refugees allowed in. Everyone cheers. Then, nothing changes and he just lied. Rinse, repeat. Maybe say they'll lower gas taxes or something to throw them a bone.

Nothing changes until people die.
