I think the plan was to put already existing federal workers on the books as 'military personnel' (hey, a weekend of 'training' makes real soldiers!) to pad the numbers and cook the defense spending vs GDP numbers.

Apparently this high and mighty military official was rumoured to have left her post in Afghanistan:
