The oil price isn't the only thing dictating the gas price.

The crude oil component is only about 40-60% of what you pay per litre in Canada. The rest comes from refining costs/margins, taxes, distribution/marketing, and currency conversion (since oil trades in USD but we pay in CAD). Consider it as overhead then vs overhead now.

Cause contracts for prices are determined ahead of time and many people felt the price fluctuations would be short-term such that some could avoid facing them but then it became clear they'd be long-term. Now, companies are potentially pricing based on speculating that future prices (impacting their future contracts) continue to rise.
