This sets a dangerous precedent. Others will think they can get away with flaunting bureaucratic bullshit. Please, reconsider and make an example of this malcontent.
Just think of how those that used the 'snitch line' feel. Their efforts to get this man punished were pointless. They need to see him suffer to feel their subservience to the state has some kind of payoff. You may say 'the process in the punishment' but only he experienced it. His suffering must be public.
