This is a feature of modern elections. Just keep counting until you get the result you want. I wouldn’t be surprised to find that all 9 questions flip.

I think we need voting to be public information. Everyone knows who voted and for what. That way, it's impossible to cheat. If people are scared of voting without anonymity then we have other problems in society we need to deal with that voting won't solve anyway.

It can be done with blockchain. Every vote and what it was for would be anonymously verifiable as part of the count.
