The details on Project Jetsetter
On Friday, Durham Regional Police Service announced a massive bust targeting crime tourists. Ironically called Project Jetsetter, cops say they connected more than 200 different incidents to the Romanian organized crime network.

The gang — men, women, young, old, nearly all Romanian — racked up more than $2.6 million in losses (in Durham alone). Forty-six people have been arrested and face a staggering 1,442 total criminal charges coupled with 164 arrest warrants for thieves still wanted by the police.

My area used to have groups of them working the busy corners of Yorkville but I think they got chased away/people got onto their scam.
 
There were some gyppos out in Mississauga begging at street corners with signs claiming to be Muslim refugees, so actual Muslims would go up to them and say "OK, so recite the Islamic profession of faith" and they couldn't do it
