Foreign interference is a widely used pretext to rationalize government disruption and spying operations against political movements contrary to the ruling elite so they are unable to function. Much the same way everybody these days critical of the government gets lumped in as an extremist, or how subversive groups get misleadingly labelled as TeRrOriStIc to allow evil western governments to derail peaceful social change. Consider that there hasn't been an authentic democratic mandate for the government of Canada's activities since at least 2016 because of things like this
