Did this really happen in Nazi Germany? Not only was the Reich much smaller than the Soviet Union, it was also ethnically homogenous in the 1930s apart from the Jews. I can't imagine how much more repressive the Gestapo would have been if a guy from the Rhineland was sent to serve in Bavaria, for instance
