Originally the phones were to be free. They were gonna advertise to you. What shocked apple was when people paid for the phones and then a frenzy for the phones started. Then they realized people would pay to essentially have a device that could do whatever they chose the device to do for them. Google phones initially were to be free phones as well but after watching the success of apple phones they opted for the same as apple.
