Trump understood that the Digital Tax was always just a bargaining chip for Canada to feign leverage so when Canada drops it (as they always were going to), it would appear as if Canada has given Trump something so Trump should give Canada something in return but the reality is that proposing to do something to harm a country, then taking it back isn't giving that other country anything. Trump is a master in this sort of negotiation, as evidenced from his book (The Art of the Deal), so these sorts of "amateur" maneuvers by the Canadian government aren't likely to trip Trump up at all.
