Conestoga College moves to four-day weeks as international recruitment drops 95 per cent

A series of internal staff emails documenting the operational changes come as federal data shows the college was approved for just 410 new study permits for foreign students in the first three months of 2025.

That’s down 95 per cent compared to 2023, when 8,550 new study permits were approved over the same period.

The federal government began reducing international permits last year, citing strains on housing and other services. It’s a big financial blow because students from abroad pay two to four times the tuition of Canadian students.

Between January and March, the government extended 3,745 international study permits at the college. It’s the most permits ever extended.

Data shows very few new foreign students are in the pipeline to replace currently enrolled international students when they graduate or leave.
